Planning, whether to prevent an emergency or limit its effects, is a critical part of safety planning among emergency responders and key personnel.
Two vital documents in that process are the Kansas Homeland Security Region G Hazard Mitigation Plan and the Local Emergency Operations Plan. Both documents can be accessed below.
Mitigation Plan
The Kansas Homeland Security Region G Hazard Mitigation Plan identifies and studies common vulnerabilities across Harvey County and south-central Kansas. The mitigation plan allows local emergency responders to focus training, exercises and resources on preventing disasters.

Local Emergency Operations Plan
The Local Emergency Operations Plan was created to standardize the local approach to disaster response and recovery by assigning response tasks to the appropriate agency. The plan was developed with an all-hazards approach.
The LEOP delegates responsibilities to assistance groups known as Emergency Support Functions. The ESFs work in harmony with the National Response Framework and the Kansas Response Plan. For more information on the specific functions of each ESF, click on the individual pages below.
